The Department for Competition, Energy Efficiency, and Environment is a structural subdivision of the headquarters of the Ministry of Economic Development of Russia, ensures participation of the Ministry in the elaboration of the government policy and legal and regulatory framework in the spheres of competition promotion, antimonopoly regulation, trade activities (excluding foreign trade), advertising, and alcohol and tobacco products turnover, public and municipal property (property rights) sale bids. It develops the official website of the Russian Federation on the Internet (torgi.gov.ru) to post information about legally binding competitive tendering for the sale of public and municipal property (property rights).

The Department is responsible for the elaboration and implementation of the government policy, as well as legal and regulatory framework in the field of energy conservation and improvement of energy efficiency, maintains a register of self-regulating organisations in the field of energy surveys and controls their activities, and ensures operation and development of GIS “Energy Efficiency”.

The main tasks of the Department also include the formation of proposals for improvement of the government policy and legal and regulatory framework in the field of sustainable development, including issues of economic support for environmental and climate security, an adaptation of the economy and society to climate change, conservation of biodiversity and ensuring the right of citizens to a favourable environment, waste management sphere reforms.
