Departments

Department for Trade Negotiations exercises the functions of the Ministry of Economic Development of the Russian Federation related to the Russian Federation membership in the World Trade Organization (WTO).

The Department coordinates operations of the federal executive authorities on the economic policy issues, as well as on interaction with the WTO and other international organisations, including the International Trade Centre (UNCTAD/WTO), OECD, APEC and the Group of 20, and integration associations, as well as the foreign states and their associations on the issues falling within the competencies of the WTO.

The Department ensures operational supervision of the Permanent Mission of the Russian Federation to the WTO headquarters in Geneva.

Permanent Mission of Russia to the WTO

For further integration of the Russian Federation into the international trading system and creation of conditions for the effective interaction of the Russian Federation with the World Trade Organization, by Decree of the President of the Russian Federation No. 898 of December 10, 2013, the Permanent Mission of the Russian Federation to the World Trade Organization, which is managed by the Ministry of Economic Development of the Russian Federation, was established.

Permanent Representative of Russia to the WTO is D. V. Lyakishev — Decree of the President of the Russian Federation No. 581 of December 05, 2019.

The main tasks of the Permanent Mission are:

Participation in the development and implementation of the unified trade policy of the Russian Federation.
Ensuring protection of the interests of the Russian Federation in negotiations under the framework of the WTO.
Review of the activities of the WTO, its members and observers.
Promotion of trade and economic relations between the Russian Federation and members of the World Trade Organization.

The Department coordinates activities of the federal executive authorities on the issues related to the conclusion of

Preferential trade agreements, including the free trade agreements in goods (jointly with the partners in the Eurasian Economic Union) and bipartite free trade in services and investment agreements.
Other agreements of the Russian Federation on investment issues.

While carrying out its functions, the Department ensures a favourable environment for the Russian economic operators abroad by means of determination and elimination of the cases of restrictions, prohibitions or discrimination against business entities, their services and investments in foreign markets.
