This was stated by the Director of the Department of state policy in the field of licensing, control and supervision, accreditation and self-regulation during the round table "Control and Supervision in the Context of COVID-19" in the framework of the forum "Energy of Opportunities".
According to the representative of the Ministry of Economic Development of Russia, the Federal law "On state control (supervision) and municipal control in the Russian Federation", adopted in July this year, establishes new principles of control (supervision). These include the use of a risk management system for all types of control (supervision), a focus on prevention, the rejection of verification as the only control and supervision measure, as well as the widespread use of digital tools in control and supervision activities. The document establishes a gradual transition to full electronic interaction between regulatory authorities, as well as verified entities and third parties. In addition, a number of information systems such as register of control and register of supervisory activities, which should ensure the transition to the registered models and a new quality of data about the situation in the control (supervision).
"We want to create a data management system that, on the one hand, allows us to understand what is happening in the control and supervision activities, and on the other hand, allows us to make meaningful decisions based on data, including changes in the number of verification activities," Alexander Vdovin said.
