Businesses and SONKOs Can Avail of Subsidies for Decontaminating Equipment Starting from July 15

At the meeting held on the 25th of June, the Russian Government approved an order for allocation of 20 bln rubles to the Russian Treasury from the reserve fund for preventive and decontamination activities for SMEs and socially oriented NPOs operating in certain industries. The support measure can be used starting from the 15th of July.

Due to the launch of the third stage of the lifting of restrictions, activities of enterprises directly interacting with customers will be resumed requiring standing expenses for preventive and decontamination activities. In particular, the guidelines of the Federal Supervisory Service for Consumer Rights and Human Welfare propose to arrange for the “inlet filter” with temperature measurement for personnel and guests, observing the safe amount of distance (1.5-2 meters) and minimization of contacts in public areas, as well as the need for personnel to work in masks and gloves.

According to Prime Minister Mikhail Mishustin, the funds committed will support about 500 ths enterprises with a total number of employees of more than 1.5 mln people. “It will be very easy to get a subsidy. An entrepreneur will have to contact the tax service through the personal account of a taxpayer on the official website,” the Prime Minister said.

Maxim Reshetnikov, Minister of Economic Development of the Russian Federation, clarified that subsidies will be provided to the enterprises whose activities involve close and long-term contact between the personnel and visitors (customers), and, accordingly, significant costs to ensure preventive measures. The measure can be used by socially oriented non-profit organizations in the field of extended education and SMEs in health and fitness (OKVED 93, 96.04, 86.90.4), hospitality (OKVED 55), public catering industry (OKVED 56), consumer services provision (repair, laundry, dry cleaning, hairdressing and beauty salons — OKVED 95, 96.01, 96.02), extended education (OKVED 85.41, 88.91) fields.

The amount of the subsidy will be defined as a sum of funds for expenses for preventive and disinfection measures: the initial amount of 15 ths rubles and the current amount calculated as a product of 6.5 ths rubles per the number of employees in May 2020. Sole proprietors without employees will receive 15 ths rubles.

For receiving a subsidy, it is required to submit an application in the electronic form to the tax authority or through the personal account of a taxpayer starting from July 15 to August 15, 2020. Information on the application processing will be found on the official website of the Federal Tax Service.
