Banks have signed loan agreements worth about 935 billion rubles under three preferential programs developed by the Ministry of Economic Development. Of these, about 95 billion are wage and salaries fund loan agreements at 0% (37.3 thousand credit agreements), and 304.6 billion are wage and salaries fund agreements at 2% (125.6 thousand credit agreements). About 9 thousand contracts worth about 535 billion rubles have been signed for loans at 8.5%, and about 456 billion rubles have already been issued. Among those who have signed agreements are small, medium-sized and microenterprises, large businesses, and socially-oriented non-profit organizations. This is evidenced by the data of the Ministry of Economic Development.

According to the Director of the Department of Investment Policy and Business Development of the Ministry of Economic Development of the Russian Federation, I. V. Dadayan, "preferential lending programs are very much in demand by business."

The Government's anti-crisis measures also include deferrals on loans that are granted for 6 months. The total amount of credit agreements concluded to ensure delays (the so-called "3 by 1/3" program) is about 16.9 billion rubles for 700 contracts.
