At the forum in Davos, Deputy Minister Oksana Tarasenko told about the first positive outcomes in the field of artificial intelligence implementation. She participated in the sessions “Responsibility of Artificial Intelligence (AI): How to Do Good for Society and Avoid Negative Consequences” and “AI Development Strategy in Russia and Across the Globe”.
According to Oksana Tarasenko, significant results of the industry development include, firstly, a direct implementation of AI in organizations' activities, technology development, beginning of financing of AI technology creation and development projects. Secondly, creating conditions for the development of such projects and their introduction.
She recalled that the Ministry of Economic Development of Russia is drawing up a concept for regulation of artificial intelligence and robotics technology. The concept will define the goals and objectives of regulation, principles and issues of regulation. “Such a concept might become the basis for the development of future regulatory acts in the field of AI,” Deputy Minister said. Particular attention is also paid to the so-called regulatory sandbox framework used in world practice for the development of digital innovations in the financial services market.
As the most interesting experiment, Oksana Tarasenko mentioned Moscow, where it was decided to establish a special five-year legal regime from the year 2020 until 2024 for the development of artificial intelligence technology. “In the furtherance of goals set in this industry, the state needs to pick a way of soft regulatory impact, comfortable and predictable for business,” she added.
