Oksana Tarasenko spoke about the staged introduction of artificial intelligence in the economy and social sphere

Today, the Deputy Minister Oksana Tarasenko has taken part in the session "What Will Be the Path of Artificial Intelligence in Russia?» at the DIIR (Digital Industry of Industrial Russia) Conference held in Nizhny Novgorod. During the discussion, they talked about support for promising developments in the field of artificial intelligence (AI), the necessary infrastructure and regulation, and the role of key players in the market.

Oksana Tarasenko touched upon the national strategy for the development of AI technologies. The relevant federal project adopted by the Government provides for measures aimed at developing the AI ecosystem and implementing it in economic sectors and data sets. The main tasks are distributed between the authorities, primarily the Ministry of Economic Development, the Ministry for Digital Development, Communications and Mass Media, the Ministry of Industry and Commerce. In its development business enterprises were also involved: first of all, it's an Alliance in the field of artificial intelligence, which includes Sberbank, "Gazprom Neft", "Yandex", Mail.ru Group, MTS and the Russian Private Equity Fund(Alliance representatives also participated in the discussion).

 "We have focused on those niches where market players are most difficult to go – personnel and education, research and development, support for startups at early stages. By making the lagging one the leader, we will multiply the overall performance indicators of the AI ecosystem," the Deputy Minister stressed.

She explained that grants would be provided by the state as co-financing in a ratio of at least 1:1, while the approach should be based on step-by-step support for promising projects and monitoring their implementation. Among other things, their growth can occur on the basis of universities and research organizations, where special emphasis will be placed on research in the field of "strong" AI. Oksana Tarasenko drew attention on the necessity to briefly increase the level of personnel security. For this purpose, bachelor's and master's programs in the field of AI will be introduced since 2021.

"We need to understand that AI technologies will be implemented in every sector of the economy and social sphere. At the same time, we can distinguish a number of industries that occupy leading positions in terms of scale and pace of implementation: healthcare, transport, fuel and energy complex, manufacturing and agriculture," the Deputy Minister said. The Ministry of Economic Development of Russia will develop an index of readiness of companies in priority industries to implement AI, and with the support of RANEPA, the AI maturity index of government agencies will be developed and regularly measured.

From her point of view, the most interesting examples of AI implementation in Russia are unmanned vehicles, voice assistants, facial recognition platforms, intelligent assistants, robot lawyers and robot operators. The healthcare industry is ready to implement AI today. "During the pandemic, AI was in demand in healthcare to determine COVID-19," she concluded.

The Deputy Minister drew attention to the fact that the national strategy for the AI development, as well as attention of all major stakeholders, is focused on both ethical and security issues related to the accelerated development of high technologies, which should be taken into account in the further development of legal regulation of this sphere. Recently, the President of the Russian Federation V.V. Putin drew attention to it  at the 75th session of the UN General Assembly.

She asked participants and listeners to disseminate information about a wide range of financial and non-financial support measures aimed at the AI development. These are grants for the creation and support of research centers in the field of AI, for pilot testing of AI solutions, for acceleration, for developers of open libraries, grants to startups, pre-acceleration of projects of schoolchildren and students in AI, certificates for extra-curriculum education in the field of AI, lectures and hackathons. "We hope that they will create a significant base for the development of AI technologies in each region of our country and in the future will allow us to form a large regional high - tech business," the speaker concluded.
