Privileges to Participants of the Free Economic Zone in Crimea Will Be Extended

Ministry of Economic Development has prepared a draft Government decree suggesting to extend privileges for the participants of the free economic zone (FEZ) in Crimea and Sevastopol. The document is required for the implementation of the draft federal act on the relevant amendments to the Tax Code adopted in the first reading by the State Duma and will allow applying the reduced rates of insurance premiums for FEZ participants.

According to the current version of the Tax Code, reduced rates of insurance premiums in the amount of 7.6 % (as compared with the generally established rates of insurance premiums of 30 %) shall be applied for 10 years by the companies that obtained the FEZ participant status during three years from the date of its creation (on or before January 01, 2018). Therewith, the FEZ participants who obtained this status after January 01, 2018, shall pay insurance premiums at the general rates.

According to the draft act, for the enterprises that earned the participant after January 01, 2018, the reduced rates of insurance premiums in the aggregate amount of 7.6 % shall be established, as before, but due to some special features.

Thus, FEZ participants who received this status from January 01, 2018, will apply the reduced rates of insurance premiums without limitation by the 10-year period from the moment of their participant status has been obtained, but until the size of the benefits on insurance premiums will exceed the amount of the investment adjusted by the multiplying factor. For example, a participant who made capital investments in the amount of 100 mln rubles will be entitled to receive a privilege on the insurance premiums in the amount of:

  • 200 mln rubles (coefficient 2), if the investment project is implemented according to a type of economic activity (OKVED) “Glass and Glass Articles Production”;
  • 300 mln rubles (coefficient 3), if the investment project is implemented according to a type of economic activity (OKVED) “Fisheries and Aquaculture Sectors”).

Coefficients 2 and 3, as well as types of economic activity, are proposed to be established by the Government decree based on the priorities for the development of economic sectors in the Crimean region based on the proposals from the Republic of Crimea and Sevastopol. The adoption of the draft decree will create favourable conditions for investment activities in the Republic of Crimea and Sevastopol driven by extending the most significant element of the special regime provided for the free economic zone participants.
