The Deputy Minister of economic development Tatyana Ilyushnikova and rector of the Federal State Budgetary Educational Institution of Higher Education "Russian Social State University" Natalia Pochinok discussed topical issues of social entrepreneurship development in Russia during a working meeting on the preparation of the all-Russian competition of projects in the field of social entrepreneurship "The Best Social Project of the Year".
The competition has been held for 5 years. It was first held in 2015: 15 regions and 66 social business projects took part in it. In 2019, more than 1,600 social projects from all 85 regions of the Russian Federation have already taken part in the Competition. 13,079 people are employed there, including 1,530 people with disabilities and 1,641 people from socially vulnerable groups; 1,532 volunteers are involved in their implementation.
"The Ministry of Economic Development of the Russian Federation actively supports the development and promotion of social entrepreneurship in the Russian regions. The Competition support has become a good tradition for us. The entrepreneurship support infrastructure created by the Ministry (My Business Centers and Social Innovation Centers) annually helps in organizing and conducting the regional stage of the Competition," Tatyana Ilyushnikova said.
In addition, the Ministry has established special nominations: "The Best Social Innovation Center" and "The Best Start of the Social Innovation Center" which are in demand every year and attract a large number of participants.
In turn, Natalia Pochinok stressed that social entrepreneurs were able to show by their own example that it is possible to conduct activities aimed at eliminating or mitigating social problems on the basis of self-sufficiency and sustainability.
As a result of the meeting, the plan for the implementation of the VI all-Russian competition "The Best Social Project of the Year" in 2020 was approved, a decision was made to form a unified electronic database of knowledge, experience and practices for implementing social projects by participants of the Competition, and the issue of introducing new measures to support social enterprises will be worked out. The competition will start in September 2020, and its results are planned to be summed up in February 2021 as part of the Russian Investment Forum in Sochi.
In addition, the study results on measures to support the social entrepreneurship sector during the pandemic which was conducted from April 1 to May 15, 2020 were announced. 64% of respondents would prefer to reduce the tax burden as a measure of state support, a similar percentage showed the reduction in contributions to state funds, 54% would like to take advantage of preferential rent.
The survey participants also note the need to receive state support, the greatest need was stated by social entrepreneurs for the following types: information – 48.8%, promotion of products and services – 48.4%, access to the wider Russian market – 40%, consulting – 41%, educational – 35%.
