The First Deputy Prime Minister Andrey Belousov held a meeting on updating the national project "Small and Medium-Sized Businesses and Support for Individual Entrepreneurship".
The updated national project will focus on digital tools that will make it easier for entrepreneurs to start and run a business. Services for SMEs will be combined in a new ecosystem based on the "one contact" digital platform with mechanisms for targeted selection and proactive approval of support tools. The prototype of the platform, which the Ministry of economic development is working on, will appear in 2021.
The ecosystem will help solve the current problems entrepreneurs often talk about: insufficient information on existing support measures, the need to register separately on different resources and collect a new set of documents with each request. The unified system will also optimize the time frame for reviewing applications.
The current state platforms for supporting small and medium-sized businesses will be audited to determine whether they should be improved and implemented in the ecosystem. The project will involve the Bank of Russia, the Ministry of Finance and the Federal Tax Service which will ensure compatibility with other government services and government activities in the field of digitalization.
In addition, the national project plans to create a comprehensive acceleration system with new financial and tax support tools, and modernize the current infrastructure. The new measures include the creation of a register of support recipients, reduction of rates under the soft-window facility, transition to the Faster Payments System, the creation of comprehensive support for exports (jointly with REC), and others. A separate area will be the support of self-employed citizens, including through the new tax regime.
