The free economic zone has attracted more than RUB 106 billion of investments into the Crimea

The Ministry of Economic Development submitted to the Government of the Russian Federation the report on the results of functioning of the free economic zone in the territories of the Republic of Crimea and the city of Sevastopol (FEZ) for 2018 and an assessment of the effectiveness of its functioning considering the dynamics of indicators for the previous two-year period.

Since 31 of December 2018 there were registered 1,714 business entities as participants. They implemented 1,774 investment projects (443 in the city of Sevastopol and 1,331 in the Republic of Crimea) in various sectors of the Crimean economy. The largest number of investment projects was implemented in 2018 in the field of construction, industry and consumer services. At the same time, 93 % of FEZ participants are classified as small and medium-sized businesses.

The total amount of investments attracted by the participants in the free economic zone for the reporting period amounted to RUB 46.4 billion, which is 27 % higher than the similar indicator in 2017. Among them 78 % accounted for capital investments made by participants in the free economic zone in 2018.

At the same time, the total amount of investments made over four years by the participants in the FEZ exceeded RUB 106 billion, of which capital investments exceed RUB 80.8 billion.

During the FEZ functioning, more than 49 thousand jobs were created for the implementation of investment projects in the Republic of Crimea and the city of Sevastopol, including more than 17 thousand jobs in 2018.

The consolidated amount of taxes, customs payments and insurance contributions paid by the participants of the FEZ for 2015–2018 to the budgets of all the levels of the budget system of the Russian Federation and to state extra-budgetary funds amounted to RUB 57 billion.

The FEZ management bodies have noted an increase in the efficiency of using the benefits provided by the state to attract investment into the region. If, according to the results of 2017, RUB 1 of privileges provided for FEZ participants, RUB 3 and 54 kopecks of investments were attracted, in 2018, RUB 1 of privileges accounts for RUB 3, 78 kopecks of investment.

The analysis of the activities of the participants in the FEZ, as well as the effectiveness assessment made it possible to recognize its functioning as effective for 2018 and for the period from the beginning of the FEZ.
