On September 23, 2020, a field meeting was held in Novorossiysk at the site of PJSC "Novorossiysk commercial sea port" to assess the actual indicators of time and financial costs for exporting goods through the seaport. The meeting was organized within the framework to prepare a roadmap for the implementation of the "Transformation of the Business Climate"  mechanism in the direction of "Export of Goods and Services", as well as the work carried out by the Ministry of Economic Development of Russia to improve the position of the Russian Federation in the World Bank's "Doing Business" rating in the "International trade" direction.

Lilia Shchur-Trukhanovich, Director of the Department of Development and Regulation of Foreign Economic Activity of the Ministry of Economic Development of Russia, presented a draft Methodology for calculating indicators of time and financial costs when exporting goods from the Russian Federation.

According to this Methodology, it is supposed to analyze the costs for exporters at the stages of preparation and execution of customs operations, control by state regulatory authorities, interaction with organizations operating in the port, and identify problem areas for exporters, "points" of formation of time and cost losses.

At the next stage, proposals should be prepared to reduce or eliminate redundant administrative procedures, simplify and speed up business processes in seaports, and digitize certain public and related services.

Following the meeting, the participants agreed to establish a working group on the basis of PJSC NCSP with representatives of the Ministry of Economic Development of Russia, the Ministry of Transport of Russia, the Federal Customs Service of Russia, the Russian Agency for Health and Consumer Rights, the Federal Service for Veterinary and Phytosanitary Surveillance, the Border Service of the Russian Federal Security Service, JSC "Russian Railways", the state budgetary institution "Administration of Sea Ports of the Black Sea", as well as other organizations operating in the Novorossiysk sea port to apply the Methodology in real conditions, the organization of interaction with exporters, including the organization of "test purchases" of services rendered in the course of export to foreign markets.
