The Russian Ministry of Economic Development has prepared a draft government resolution on amendments to the Russian state program "Social and economic development of the Republic of Crimea and Sebastopol".
The document is available for public discussion on the Federal portal of draft regulatory legal acts.
The objective of the state program is to create conditions for balanced sustainable economic development and social stability in Crimea and Sebastopol.
The main tool for implementing the state program is the Federal target program "Social and economic development of the Republic of Crimea and Sebastopol until 2024".
In July 2020, the Government decree amended the Federal target program Crimea, its implementation period is extended until 2024 and the amount of funding is increased to 300 billion rubles.
Thus, new events are included in the state program of Crimea. These include 10 road facilities and the reconstruction of 13 coastal sewage treatment plants.
To improve the efficiency of the state program of economic development of Russia the composition of its indicators is also revised.
The implementation of these measures will help solve problems with the disposal of domestic wastewater in the resort areas of Crimea and improve the environmental situation of the southern coast of Crimea.
The state program will be implemented in two stages: stage I - 2019-2022, stage II - 2022-2024.
The total amount of funding from the Federal budget in 2020 – 2024 is 561.5 billion rubles. Including:
2020 - 85,7 billion rubles;
2021 – 84.6 billion rubles;
2022 - 91.4 billion rubles;
2023 – 150,1 billion rubles;
2024 – 149,7 billion rubles.
The Russian Ministry of Economic Development has also signed an Order on the targeted distribution of subsidies for capital construction projects under the Federal target program of Crimea.
To simplify the mechanism for bringing funds to the budgets of the Republic of Crimea and Sebastopol, in 2020 the Ministry of Finance of the Russian Federation will make changes to the consolidated budget list of the Federal budget in accordance with the decision of the Presidium of the Government Commission on regional development.
