The Ministry of Economic Development has summed up the results of the "Best MFC-2019" contest

On September 11, 2020, with the participation of representatives of the constituent entities of the Russian Federation, a videoconference meeting was held to announce the results of the all-Russian competition "The Best Multifunctional Center of Russia" in 2019.

"Unfortunately, due to various restrictive measures and forced concentration on solving operational tasks that arose in connection with the pandemic, we postponed this event in March. Today we have gathered to sum up the results of the competition, which in its history has become an important tool for focusing the attention of regional heads on the activities of public service centers as a tool for interaction between the state and the citizen," state Secretary - Deputy Minister of economic development Alexey Khersontsev addressed the audience.

148 applications from 71 regions of the Russian Federation were submitted for participation in the competition in 2019. 50 applications were submitted for participation in the "Best MFC" category. The winners of the contest in this category were divided into 3 categories:

  • "MFC of large cities" (with populations over 100 thousand people) – centers of public services Ramenskoye, Petropavlovsk-Kamchatsky, Rostov-on-Don, Voronezh, Center for the provision of public services of regional significance, South-West Administrative District Moscow;
  • "MFC of medium-sized cities" (with a population from 25 thousand to 100 thousand people) – Department for servicing applicants in the city of Usolye-Sibirskoye, Irkutsk region;
  • "MFC of small towns" (with a population of up to 25 thousand people) – centers "My documents" in the village of Yalchiki of the Chuvash Republic and the town of Tyrnyauz of the Kabardino-Balkar Republic.

31 projects were considered in the "Best MFC Project" category. Members of the Central Competition Commission highly appreciated 8 regional projects, among which they highlighted practices for legal support of citizens (Altai territory, Republic of Sakha (Yakutia), Rostov region), the project of the Novosibirsk region to develop a digital platform for servicing applicants, a joint social project of the public services centers of Moscow and Main Archive for the transfer of historical relics for eternal storage, the practice of the Moscow region for monitoring the activities of multifunctional centers, as well as the work of the Tyumen and Irkutsk regions to create knowledge bases for specialists of the centers.

"The competition is a way to identify the best regional practices and offer them for replication," said Vitaly Zlobin, Director of the Department of quality assurance of public services to the population and performance of public functions.

67 participants competed for the title of the best in the category "Best MFC Universal Specialist". For the first time in the history of the competition, selection tests (psychological and professional) were conducted among specialists, and additional interviews were conducted with participants who showed the highest results on issues affecting various aspects of their professional activities.

The members of the Competition Commission highly appreciated the professional level of the contest participants, highlighted the representatives of the Voronezh, Lipetsk, Rostov, Irkutsk regions and the Republic of Dagestan. In addition, regional awards are recommended to encourage the finalists of the competition who did not become its laureates - representatives of the Ryazan, Volgograd, Kaluga, Orenburg regions and the Republic of Tatarstan.

"The competition is a tool for evaluating the professional achievements of specialists in public service centers and increasing their motivation," commented Svetlana Shiryaeva, Deputy Director of the Department for quality assurance of public services to the population and performance of public functions.

All winners of the all-Russian competition are recommended for promotion by awards of the Ministry of Economic Development.
