The Ministry of Economic Development has developed a Addendum to the decree of the RF Government regarding formation and implementation of Federal targeted investment programme. This refers to the providing Federal budget funds to legal entities that are not state or municipal institutions and enterprises. The corresponding document is published on the Federal portal of draft normative legal acts for public discussion and anti-corruption expertise.
The funds are planned to be used to finance JSC "Resorts of the North Caucasus" in 2020, to implement the infrastructure development projects of tourist and recreational special economic zones as part of the tourist cluster of the North Caucasus Federal district.
The draft resolution provides for the development of engineering and technical support for the all-season tourist and recreational complex "Arkhyz" in the Karachay-Cherkess Republic. In particular, in 2020, it is planned to build a promenade that will connect two tourist villages of the resort – Romantic and Lunnaya Polyana. A lighted pedestrian path four meters wide will allow expanding the activity of the all-season resort.
At the moment, almost all the "Arkhyz" entertainment infrastructure is concentrated in the Romantic village. The pedestrian connection of the two territories will give an impetus to further comprehensive development of the resort, as well as attract new residents to the village of Lunnaya Polyana.
The issuance of the Governmental decree of the Russian Federation will not require the allocation of additional funds from the Federal budget, since their source is the redistribution of funds within the state program for the development of the North Caucasus Federal district.
