The Ministry of Economic Development proposes to update the rules of accreditation for the right to conduct non-state expertise

As part of the "regulatory guillotine", the Ministry of Economic Development together with the Federal Service for Accreditation have prepared a draft government decree that optimizes the procedure for accreditation for the right to conduct non-state expertise of project documentation and (or) engineering survey results.

In contrast to the current regulation, the implementation of a registry model is envisaged, the rejection of a paper certificate of accreditation. The presence of accreditation will now be confirmed by a corresponding entry in the state register of legal entities accredited for the right to conduct non-state expertise. The draft resolution also proposes to approve updated rules for maintaining such a register.

The draft act was prepared in connection with the recognition as invalid from January 1, 2021 of the current resolution of the Government of the Russian Federation No. 1070 dated December 29, 2008 "On the procedure for accreditation for the right to conduct non-state examination of project documentation and (or) the results of engineering surveys" as part of the implementation mechanism of the "regulatory guillotine" and is aimed at implementing Article 50 of the Urban Development Code of the Russian Federation.

At the beginning of August 2020 the state register of legal entities accredited for conducting non-state examination of project documentation and (or) non-state examination of engineering survey results provides information about 751 accredited entity, of which 464 are accredited for conducting non-state examination of project documentation and 211 have the right to carry out non-state examination of engineering survey results, 76 have the right to carry out non-state examination of project documentation and non-state expertise of engineering survey results.

"The resolution develops the ideas of licensing reform and digital transformation. Its adoption will allow us to introduce a well-established registry model for experts in the field of non-state expertise, which is an important element of the construction ecosystem," Alexander Vdovin commented, Director of the Department of State Policy in the Field of Licensing, Control and Supervision, Accreditation and Self – Regulation.
