The Ministry of Economic Development supported the measures that reduce costs to business

The Minister of Economic Development Maxim Oreshkin held a meeting of the Subcommission on Actual Impact Assessment (AIA), when the AIA plan for 2020 was approved. The Ministry of Economic Development included in this plan 14 laws and regulations that affect the activities of business entities in the field of ecology, production and consumption wastes, subsurface resources management, industrial and fire safety, sanitary and epidemiological legislation, transport, trade, labor protection and public health, information technology, alcoholic beverages and education.

The AIA procedure started to work in 2019 and became a system-based measure of assessing the current regulation which allows to determine whether the objectives to adopt the enactment have been achieved and whether it contains provisions that entail excessive costs for business entities.

During the discussion, which was built around proposals of the business community and response positions of regulators, it was noted that a number of authorities took a proactive position and were ready to review the most resonant provisions of their laws and regulations as soon as possible.

Experts made a proposal to discuss regulations that were not included in the plan in accordance with objective selection criteria but projecting an excessive burden on entrepreneurs. To discuss these issues, the Ministry of Economic Development will hold an open workshop on assessment of actual impact. The event will take place before the end of 2019, the date and time will be announced additionally.
